City Council SelectsConsultant Team to Undertake The BUMP Study

Windsor City Council, in its meeting of February 14, 2000, adopted resolution CR166/2000 and in so doing selected the consulting team of Marshall Macklin Monaghan Limited, ESG International and Paradigm Transportation Solutions Inc. to undertake the Bicycle Use Master Plan (BUMP) Study on behalf of the City of Windsor.
 

As part of its decision, Council noted that the Windsor Bicycling Committee, in addition to 1 representative from the following stakeholder groups:
 

Air-Quality Committee (Transportation Sub-Committee);
Active Living Coalition;
Windsor Environmental Advisory Committee
Citizens Environment Alliance;
CAW Regional Environment Group;
University of Windsor - Student Government; and
St. Clair College - Student Government
 

be recognized as the liaison committee to the Bicycle Use Master Plan Study.
 
Why a Bicycle Use Master Plan (BUMP) Study ?

The bicycle has evolved to become a practical, cost effective, environmentally sensitive and healthy mode of transportation for both recreational and utilitarian purposes in the City of Windsor. Although the high technology world we live in provides us with email, websites, cellular phones and fax machines, the provision of infrastructure to enable the physical movement of people in an efficient and timely manner remains an integral and necessary function of a City. Recognizing this function and the role of the bicycle, the City of Windsor has been working to provide a network of multi-use trails, bicycle routes and bicycle lanes to meet the needs of cyclists, and has also developed supporting programs and policies to encourage their safe use. In order to further these initiatives and to efforts to date, the City has decided to undertake the Bicycle Use Master Plan Study.
 

The BUMP Study
is being undertaken within the context of a comprehensive public consultation strategy designed to support the study's purpose, which is to address a broad range of issues that include but are not limited to:
 

Development of bikeway networks, both within and connections outside the City of Windsor;
Identify specific route connections through problem areas such as railways, narrow roads, bridges, the E.C. Row Expressway and waterways. Feasible solutions must be recommended;
Development of safety awareness, enforcement, encouragement and education programs;
Identify potential funding sources;
Identify & review liability & risk management issues;
Review and make recommendations as to the appropriate class of route;
Review and identify Trans-Canada Trail route development within Windsor and connections to surrounding areas;
Develop guidelines for construction of on and off-road bike facilities, including but not limited to lane widths, signage and pavement markings;
Recommend a phasing and implementation strategy including cost estimates;
Develop an economic cost analysis strategy for on-road facilities; and
Analyze joint use of hydro/railway corridors.

The study will go beyond plan development. It will include a set of steps and activities intended to attract stakeholder participation in terms of both issue identification and decision-making. It will serve to educate existing and future users, and develop support for the BUMP and its recommendations to ensure rapid implementation.

Join stakeholders in a cycling tour highlighting cycling issues, facilities, barriers and opportunities in the City of Windsor.

Who Should
Attend ?
The tours are intended to be for stakeholders and city staff, and as space is limited they are by invitation only. City staff, politicians, Windsor Cycling Committee members, cyclists, bicycle retailers, representatives from the education and safety sectors, police, transit staff, media and other community group representatives will join together on one of two cycling tours that have been developed by the Study Team. We will discuss a variety of road and trail conditions experienced while riding on a bicycle.
 


The tours are not strenuous, but you must expect to cycle for two hours with stops along the route. Light refreshments will be provided. Participants should be prepared for the weather since there are no rain dates. Wear an approved bicycle helmet, and have a bicycle that fits you and is in good working condition.
 
Public Workshops

You are invited to participate in a public workshop to discuss your ideas on a Bicycle Use Master Plan for the City of Windsor

Windsor Public Library, Central Library, 850 Ouellette Ave.

The purpose of the workshop is to gather information on the existing conditions for cycling in the City, to discuss what a cycling network would look like to you, and record your ideas on initial candidate routes that we should look at in subsequent phases of the study.

who has an interest in cycling in the City of Windsor is Welcome!
 
How else can I get involved ?

If you cannot attend the first public workshop, a second will be held in summer to discuss the draft cycling network plan. Please inform the contact listed below if you would like to have a notice of the second workshop sent to you.
